Il a salu\u00e9 leur pr\u00e9sence, qui t\u00e9moigne selon lui d\u2019un engagement commun en faveur du renforcement et de la promotion de syst\u00e8mes de s\u00e9curit\u00e9 sociale plus performants, \u00e9quitables et proches des populations.<\/p><p>Le Ministre a \u00e9galement soulign\u00e9 que l\u2019AISS joue un r\u00f4le important dans le renforcement de la coop\u00e9ration internationale et dans la diffusion des bonnes pratiques et de l\u2019innovation afin de garantir une protection sociale durable face aux mutations \u00e9conomiques, sociales et technologiques actuelles.<\/p><p>&nbsp;Cette rencontre avait pour objectif de renforcer les capacit\u00e9s institutionnelles des participants, de favoriser l\u2019\u00e9change d\u2019exp\u00e9riences et de promouvoir des approches innovantes dans la gouvernance et la gestion des r\u00e9gimes de s\u00e9curit\u00e9 sociale. Le Ministre a rappel\u00e9 \u00e0 cette occasion que la s\u00e9curit\u00e9 sociale demeure un pilier fondamental du d\u00e9veloppement durable et de la coh\u00e9sion sociale.<\/p><p>Les \u00e9changes ont \u00e9galement mis en \u00e9vidence l\u2019importance d\u2019une communication efficace dans la gestion des syst\u00e8mes de s\u00e9curit\u00e9 sociale. Une communication bien structur\u00e9e permet d\u2019informer, d\u2019\u00e9duquer et de sensibiliser les assur\u00e9s, tout en renfor\u00e7ant la confiance du public envers les institutions. Elle constitue \u00e9galement un levier essentiel pour encourager l\u2019adh\u00e9sion aux r\u00e9gimes de s\u00e9curit\u00e9 sociale et am\u00e9liorer leur efficacit\u00e9.<\/p><p>\u00c0 la cl\u00f4ture du s\u00e9minaire, une table ronde des Directeurs g\u00e9n\u00e9raux des institutions pr\u00e9sentes a \u00e9t\u00e9 organis\u00e9e. Cette session a r\u00e9uni les Directeurs g\u00e9n\u00e9raux des institutions de s\u00e9curit\u00e9 sociale du Kenya, de l\u2019Ouganda et de la Tanzanie, ainsi que ceux de trois institutions burundaises, notamment l\u2019ONPR, l\u2019INSS et la MFP<\/p><p>Chaque Directeur g\u00e9n\u00e9ral a pr\u00e9sent\u00e9 l\u2019institution qu\u2019il repr\u00e9sente et partag\u00e9 sa vision sur les strat\u00e9gies de communication mises en place au sein de son organisation afin d\u2019am\u00e9liorer l\u2019acc\u00e8s des populations aux services de s\u00e9curit\u00e9 sociale.<\/p><p>&nbsp;<\/p><p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong><em>&nbsp;&nbsp;Par&nbsp;MANISHIMAGIZWE Jacques <\/em><\/strong><\/p><p>&nbsp;<\/p>","body_en":"<p>From March 10 to 11, 2026, a technical seminar devoted to the theme <strong>\u201cInclusive and accessible social security services: the role of effective communication\u201d<\/strong> was held in Bujumbura at the initiative of the International Social Security Association (ISSA).<\/p><p><br><\/p><p>A delegation from the National Office of Pensions and Occupational Risks (ONPR), led by its Director General, HICUBURUNDI Jean Anastase took part in this meeting which brought together several social security institutions in the region.<\/p><p><br><\/p><p>The activities of this seminar were officially opened by the Minister of Labor, Civil Service and Social Security of Burundi, Lieutenant General of Police <strong>Gabriel Nizigama<\/strong>. In his opening speech, the Minister welcomed the participants from different ISSA member countries. He welcomed their presence, which according to him demonstrates a common commitment to strengthening and promoting social security systems that are more efficient, equitable and close to the populations.<\/p><p>The Minister also underlined that the ISSA plays an important role in strengthening international cooperation and in the dissemination of good practices and innovation in order to guarantee sustainable social protection in the face of current economic, social and technological changes.<\/p><p><br><\/p><p>This meeting aimed to strengthen institutional capacities participants, to encourage the exchange of experiences and to promote innovative approaches in the governance and management of social security schemes. The Minister recalled on this occasion that social security remains a fundamental pillar of sustainable development and social cohesion.<\/p><p><br><\/p><p>The discussions also highlighted the importance of effective communication in the management of social security systems. Well-structured communication makes it possible to inform, educate and raise awareness among policyholders, while strengthening public trust in institutions. It also constitutes an essential lever for encouraging membership in social security schemes and improving their effectiveness.<\/p><p><br><\/p><p>At the close of the seminar, a round table of the Directors General of the institutions present was organized. Il a \u00e9galement relay\u00e9 les t\u00e9moignages positifs des retrait\u00e9s vivant \u00e0 l\u2019\u00e9tranger, qui ont exprim\u00e9 leur satisfaction quant aux facilit\u00e9s mises en place par l\u2019ONPR dans le cadre du recensement virtuel. He welcomed the achievement of the objectives set, in accordance with the Annual Work Plan and Budget (PTBA). He indicated, however, that the activities which could not be carried out are those whose executions are linked to the length of the administrative procedures required by the public market.<\/p><p><br><\/p><p>He then urged the ONPR staff to set objectives also in their respective families and to regularly evaluate the level of achievement of these.<\/p><p>Speaking in turn, the representative of retirees within the Board of Directors highly appreciated the quality the welcome given to retirees by ONPR staff. He also relayed the positive testimonies of retirees living abroad, who expressed their satisfaction with the facilities put in place by the ONPR as part of the virtual census. He stressed that the removal of the life certificate, previously issued at the embassy or consulate for a fee of at least 20 US dollars, was a great relief. The use of video calls for verification of existence was considered very effective and beneficial.<\/p><p>The staff representative within the Board of Directors, for his part, praised the commitment and dedication of employees in the execution of their missions, as evidenced by the satisfaction expressed by the beneficiaries of the services provided. Cela s\u2019inscrit dans le but de promouvoir un cadre d\u2019\u00e9change des retrait\u00e9s et de se connaitre entre eux. From this presentation, it has been found that almost all of these activities have experienced an unprecedented outcome. Some others have experienced delays following public procurement procedures. Given the progress of the latter, it may not be trivial that they will be completed before the fourth quarter is coming to an end.<\/p><p>With regard to the preparation of the activities planned for the first quarter, an exercise 2025-2026, after having reviewed these activities, the DG urged the latter to prepare in time in order to avoid any delays. With regard to activities that require public procurement procedures, it is necessary if not essential to think of the preparation of tender files. He added the CEO<\/p><p>As for the third point which concerns the organization of retirees by municipality, the ONPR heads of agencies woke up to the participants that they have already created the WhatsApp groups of retirees in all the municipalities while taking into account the new administrative division of Burundi establishing five provinces and forty two municipalities. This is part of the purpose of promoting a framework for exchange for retirees and to know each other.
